What Qualifies

The master lists, plus the rules that decide what qualifies and what does not.

There is no single official list of everything an FSA or HSA covers. There is a category of expenses the IRS recognizes for medical care, a smaller set of items every administrator waves through, and then a large middle where the answer depends on your documented condition.

That middle is where most of the interesting purchases live. A treadmill is not a medical device. A treadmill bought to manage diagnosed hypertension, with a clinician’s letter written before the purchase, is a documented medical expense. Same object, different paperwork.

Nothing on this site makes a product qualify. A clinician documents a medical need, and your plan administrator decides whether to reimburse. What these guides do is show you where the line usually falls, so you are not guessing.

Start with the broad lists if you are browsing. Go to the grey-area guide if you have a specific purchase in mind and a suspicion that it is borderline.
